this has never made sense to me. Why would you be better at sieging a town than a village or city? Especially a village.  
You are either really good at sieging or you are not.

Village is too easy for the cocky engineers who just get drunk. Cities are fine, but hungover engineers can't wake up early enough to deploy the siege engines, and fuck that warlord anyway, who starts a siege at dawn?
