So I'm a little confused on the communication rules for this one. I thought communications were to be handled through the forum with no alliances, yet the DW and RD have launched a remarkably well coordinated attack against me and I haven't seen any messages in the forum regarding it. So what exactly are the rules?

For what it is worth I have never spoken to the Dwarf in this game. I believe I can also say that goes for any other game I have played in as well. The DW is taking a town of mine this turn as well.

To help your plan for Turn 14, Early Autumn:

I am shopping for a fine artifact, preferably a weapon like Axe of Farin or similar.  But other types acceptable as well - price dependent upon the wow factor.  Thinking 20,000 - 30,000 Dwarven gold for a good fine artifact, more for a desirable excellent artifact - all varieties considered.  Cannot be an artifact available in customization, like Ring of Protection or Scrying Mirror.
