No, it's not. The less PC's makes it easier to defend. With limited groups (+ scenarios where you're attacked on multiple fronts) it's a lot easier to dig in and defend a couple spots versus a dozen or more.
I played one of the betas and am in one of the regular games now. I find the changes to be substantial as well but also am enjoying it because it's not the same thing. There is much more to consider. I find the 3 range counter espionage to be one of the biggest changes - very hard to keep your groups/wizards protected. But have also considered the strategy of concealing multiple emissaries at once for a big sneak attack on a region.
I admit I want my brigades to advance as well, but completely understand Rick's logic and explanation.
