Windstar Exploatory is just no Divinations before T4. Priestess's or Spells.

Another quick question:

Do you need to use a 710 order to move over seas, because this is ice age and they are frozen over? Or do you just use a 720 order?

And I have some fleets, so can I use them as well to like do a 711 trade mission?
