How did I get drafted? I said no to confluence because of the double pc's. When you take the resources out of the game it changes it too dramatically for me. I said I would play Anon Steel or Confederation. I guess I could play Confluence if we omit the double PC's that were only added to the Confluence game because all the regions were spoken for. With six players you don't need double PC's...

The double PCs are there because the game cannot create with double kingdoms in some regions.

A possible solution to keep resources mostly at normal levels would be ice age.  But, that carries other issues.  Although I think 1.25x movement cost is much easier to work with than the old 1.5X.
