Mike,  this same error happened to me in Game 5354 Ranger T21).  Believe it also cost me the win.

 3rd Ranger             13 brigade(s) of troops aboard the Ranger craft were swallowed by the sea.
                           All Ranger leaders survived the battle. All the Ranger wizards survived the
                           fray.

Game 5354 turn 21 ran on Dec 14 and the fix for sea battles was done on Dec 21. I re-ran turn 21 under the new program and the Ranger would have only lost 1 brigade rather than the above 13 brigades which shows that the sea battle problem is no longer an issue. For determining the Ranger victory, after several tries of re-running the game to consider a bunch of random factors (like emissary success/failure rates, etc.), the Ranger kingdom would not have won the game that turn so this game won't be conceded.
