Hi,
Tried to ask a fellow Alamazian this already, but he couldn't find a solution either, so trying here now...
Playing as Cimmerians I'm trying to increase my fleet with 3 this turn, lowest possible quality at 4.000g/fleet, but got this error message:
ORDER #748: TO INCREASE SEAPOWER ABOVE 13.0 QUALITY, SPECIFIED KINGDOM PC (AREA XX) MUST HAVE A PORT (748 E 4000 3 XX XX)
- coordinates XX changed from the real ones as I don't want to give away my position , but checked them and they should be ok.
I don't understand why it gives an error message
I currently have full 16 quality on my 6 fleets, and I don't understand why adding 3 at quality 4 (or 4+2 since I have the M2 [2 pts] – Fleets in all seas gain +2 naval quality kingdom customization as well, don't know if the +2 is valid for new fleets as well) gives this error message. Firstly the quality shouldn't become over 13 but either 12 (if new have quality 4) or 12.67 (if new have 6). Do you guys see something wrong here I don't see? Wouldn't want to loose 1 order if this order doesn't go through...

It’s not quality 4 it’s three @4000 gold cost which will reduce quality but not enough to bypass the port issue. Build a port. Probably drop u to about 14. Something

Fleets built change overall sea quality in that sea on a weighted average basis. A kingdom with two fleets at quality 12 in a given sea with initial sea quality of 12 that builds a new fleet spending 6000 gold would now have 3 fleets of quality ((2x12 + 1x10) / 3) = 11.3. This is because 2 quality 16 fleets are being compromised by a third fleet at quality 10 [initial 12 quality + {(6000/1000) -8} = 10.
So 6@16 add 3@12? =14.9 I think.

Ok, understand the mechanics now. Still seems a bit counterintuitive that I’m not able to in fact LOWER my overall quality by adding fleets, but guess that’s just the way it is...
Can of course build a port, but that’s many turns in the future and missing out on valuable mercantile trade in between...

Also remember that fleet size is a greater advantage to fleet battles over quality, unless both fleets are comparable in size. Ex: 4 fleet 16 will suffer great loss against 10 fleet 10’s as an example. Just FYI

Are you sure about that? In the 3rd cycle commands list it's stated that "Naval quality is the major factor in sea battle outcomes, with sea power present being of secondary importance." (page 24), which to me would indicate that in fact QUALITY is more important than # of fleets. Or has it changed for the 4th cycle?

So not only did I screw up my plans to get more money by more trade by getting higher quality, I also in fact made it harder to get a better battle fleet in the near future...
Now I'm soooo screwed
