No. The sign up page by Uncle just said no naps, which means non aggression pacts.
We usually put no allies and as allies are even stronger than naps I think it violates the spirit of the game

OK back to neutral. My intent was to hire competent agents since AT agents seem to be morons.

I do have agents for hire and I am picking off many CI targets. If you have targets send them along and I will see what I can do. Chances are we see some of the same things and he has some limited ability to protect things. I just took out another level 3 agent last turn. All of his original agents are gone.
