Is it one regional spell per region for all players combined or one regional spell per region per player?

One regional spell per region for all combined. Order execution matters so Cold Darkness (#781) triggers before Blinding Light (#782) which occurs before Demonic Visions (#783). You can beat them to the punch so to speak...
