Siege order

My siege order failed as it has said the following.

Had already engaged in an activity (attack, parley, threaten, siege) involving this population centre. (190 1GI)

I had expected a dome to be put on the town so had ordered an attack and then a siege if the attack did not work due to the dome.

No where on the siege order does it state that you can not order an attack order before a siege order and the order entry system showed it to work. 

What is the reason why it failed ?

I'm almost certain you can only do one attack against a given target (PC or group) and a siege counts as an attack. So the earlier attack means no siege.

One group can attack as many different targets as it wants with negative modifiers applied after 1st attack.

I have often attacked different armies and a pop centre with the same group in the same turn.

The rules around a siege are very detailed, I had met all the requirements for the siege to be successful.

The rule checker also said everything was fine.

This is pretty much game breaking for me in the game it has happened, as its a capital with 112K gold production. I should now be taking the town this turn which would have a huge impact on him and my turn.

This won't help you in this game, but should explain why this has happened.
I found this old thread from 2020 in which Uncle Mike says the only one order against a pc for each group.
It is strange that the order checker didn't flag up a problem though.
