The rulebook states:
Only one #748 order may be given in a single turn for a given sea. Up to 3 fleets can be created in a single #748 order.
However, the order checker does not flag an error if two 748 orders are given for the same sea.
Is this a case where an update changed the rules and the rulebook is out of date? Or is the order checker not catching it? I tried searching the forum, but the search function isn't so hot.
