Question: When the thing says that a high ranking emissary from whatever kingdom has relocated here (wherever), just what kind of emmie are we talking about? Is it baron or above, or something higher?

I got notice of one recently, and when I looked it was only an ambassador. I believe the level of the emissary affects your chances of being informed, but I think we could learn of any emissary based on a formula. But maybe my wording was slightly different and didn't say high ranking? Not sure and can't find that right now.
