Sea battles

So I am attacking a full brigade versus my 1 brigade, hoping that my naval superiority will win me the battle. Instead of a sea battle, I get a ground combat which I was not expecting. Did the rules for this change?

It did change at some point. It has been since this way since I returned playing earlier this year. I know what you are talking about. I believe those sea battles no longer occur; a sea battle can only happen due to a sea patrol interdiction.

Where you at a population center, if so the rules changed to make all fight at a PC as if the tropps had landed. If it was at a sea square let me know.
