I am playing the Cimmerian Kingdom for the first time. The kingdom is solid and fun but could use additional character to make it stand out. Currently, it feels like a junior Giant kingdom.
Some suggestions:
#1 Change the name to Barbarians. Cimmerians is known to some (myself included) but let's be honest, it is ripping off Ron E Howard.
Military
Political
Carousing - Special order (333). Similar to an usurp order and only effective in towns and villages. Has a 80% chance to be 50% more effective than a 330, the other 20% of the time the drinking games go badly, and the the emissary is expelled and returns to the capital in shame, resulting in a 0.1 influence loss for the kingdom. Regardless of the result, the controller of the PC receives the emissary's name.
Declaring an enemy for the first time results in a 0.3 influence increase - the Barbarians want to fight! Subsequent enemy declarations have no impact on influence. Still limited to two declared enemies at a time.
Espionage
Agents (not fanatics) enjoy a 10% bonus chance to succeed and 10% less chance to be captured during missions conducted during winter (based on where the agent is located). Does not apply to bribe attempts.
Barbarian agents and fanatics are more adept at sabotage missions than other kingdoms. They are 10% more likely to succeed and, when successful, destroy three times as much production or defenses.
Barbarian agents and fanatics are adept scouts and thus will fail and/or be captured far less often than other kingdoms.
Priestess
In the winter season, a Barbarian priestess can summon a brigade of veteran Northmen to the kingdom's cause. This can only occur at the capital and a group (active or inactive) must be at the capital to receive the brigade. This is a sole order for the priestess and will not cause the priestess to become weary.
Miscellaneous
Armies and army groups that end movement within a region controlled by the Barbarians are automatically tracked by a level one recon.
Obtaining a minor ESO awards an additional veteran Viking brigade; a major ESO awards two veteran Viking brigades.

- +10% in PC combat during the winter season
- Receives double a PC’s gold production the turn a PC is taken via an attack; triple the gold from a plunder
- Conquering a minor city via force boosts the kingdom’s influence by 0.5; 1.0 for a major city
- Plundering a minor city boosts influence by 1.0; a major city 2.0
- Gain an additional 5% bonus when using the Determined Attack tactic in group combat
- Enjoy a very high loss tolerance when selecting the Determined Attack tactic vs groups and PCs; however, they suffer additional losses if a retreat should be needed
- The first emergence of a warlord for the kingdom results in 0.5 influence boost for the kingdom
- Military losses result in a 0.3 to 1.0 influence loss for the kingdom, depending on the severity of the loss
- If a group is given the Wintering order, during the winter season, that group consumes zero gold for the turn
