Is it a must to have a wizard tower in a pop.center to raise a wizard level 5 there? Above level 5 also required location of that pop.center?
I have attempted to raise a wizard from 4 to 5, system gave treasury error, not mentioned wizard tower missing.

A wizard tower is required to raise past five.

Your group must be located at the popcenter with the wizard tower in order to use it.
