If you encounter a key artifact, do you require a key to enter the encounter?

No, keys are King category artifacts, fine difficulty. No key or spell needed to investigate (140) a key artificate in the wild. And when you get the key, the description will give you the name (number) of the Quest artifact the key opens, but not the location of the Quest artifact.

So, if you find the artifact but don’t hold the “key,” you can still enter the encounter and obtain the artifact, correct?

No need key and location.

If you find key on an encounter you get short name of artifact, us HP to locate that name to get the location, send group to location with key, get the quest artifact.

The problem of key is obtained any other way no short name to artifact is given, so it’s useless unless u stumble on it out of the many little squares on the map, or if another source like your HP or alter artifact might give you the name after 30 tries or so? Or not.

Fix: if you have key, you have short name of the artifact it’s for. Simple as sliced pie.

That's exactly it. You need the key to get into the quest artifact (it has to be with the group issuing the 140 order). 
If you don't have the key, a group can probe the artifact with 140 and will get the key name (with no risk to leaders).
If you get the key some other way (steal, booty or trade), you won't get the Quest name. You either need to know where the quest is already, or get lucky and find it.
