Attacking Patrols

I know I can attack leaders/wizards in a patrol with agents, but is there a way for patrols or wizards to attack another patrol or a leader/wizards in another patrol?

Only through spells.
You can cast stun with no troops but for kill leader/wiz you first need to summon phantasmal forces with w izard and then you can cast kill

And issue an attack group against the opposing patrol?

You still can't attack a patrol; there is no way to attack a patrol. The best you can do is cast slay spells versus it.

Now there are cases where you may issue an attack order vs a patrol. You might do that if the patrol has a p4 or greater wizard and you suspect they may summon phantom troops for some reason.

In the scenario where two opposing patrols are in the same location:

player 1 orders one wizard in the patrol summon a phantom and a second wizard cast the kill leader/wizard spell. Player 1 does not issue an attack group against player 2's patrol.

player 2 summons 3 phantoms and issues an attack order against player 1's patrol.

What would happen? Could player 1's patrol theoretically take 100% loses and all leaders/wizards in the patrol would die?

Yes, the scenario you describe could occur. It would be a great read by player 2.
