Order 699 vs 702

What is the difference between these orders? Thanks!

The difference lies in the orders between. If you need to transfer several brigades or wizards, artifacts or leaders use 699. If not use 702.

699 allows one to move troops and/or figures into an inactive group and then transfer additional troops and/or figures via orders 700 and 701.

The 702 order doesn't use many use cases that I have come across that you couldn't do with the other orders.

One possible one:

The 1EL has a warlord, general, and captain (no troops)
2EL is inactive
3EL is inactive

Your goal:

1EL inactive (to be at the capital for reinforcements, for example)
2EL with warlord and general
3EL with a captain

Thus you could:

699 warlord to 2EL
701 general and captain to 1EL to 2EL (1EL becomes inactive)
702 captain to 3EL from 2EL
