Greetings! I think in older editions, the emissary strength needed for rebel/usurp were as follows:
Influence Needed (Emissaries have a +10/-10% variable):
Neutralize or Take Neutral Population Center
City Town Village
Friendly 6.25 2.5 1.25
Tolerant 12.5 5 2.5
Suspicious 18.75 7.5 3.75
Hostile 25 10 5
Take Controlled Population Center
City Town Village
Friendly 12.5 5 2.5
Tolerant 25 10 5
Suspicious 37.5 15 7.5
Hostile 50 20 10
Modifiers: +15% enemy controls region, +15% enemy friendly in region, -15% enemy only minor in region, -15% enemy hostile in region
Some questions:
1. Are the above numbers still accurate for Maelstrom edition or rules?
2. What is the different between a Neutral PC vs. a Human PC?
3. Does #315 Stir Unrest lower these numbers by the emissary's strength?
