Opening move vs Major City

Lets assume 11 influence and friendly.  What do most people do to control the uncontested major human city?  Gov stir / Duke incite / count control?

Calculators are fixed now, but always a chance of failure even if it’s <1%.

Major city 13 influence Duke incite/Count usurp/gov stir. Friendly reaction, has a good chance to neutralize major city on a good/average/or bad day. And count would have the same chance to take control of it. According the player aid.

Note kingdom played has +- factor too

Thanks, Inf 12 in friendly Gov stir, Duke incite, count usurp worked.  I took a chance but I couldnt have the city not at least turn neutral.

Spy the city and ward the diplomats so you protect against the sleep and detect intruders. Use your Highest-level diplomat to stir unrest and your lowest diplomat to (rebel/usurper), it preserves your top emissary while keeping the odds the same.
