I have a question about how regional affect spells work. I cast Blinding Light the same turn someone else also did in the same region. His went off, I get it same spell random etc. My question is I know that player can not cast demonic visions, will that have priority over the lower level or is it at a disadvantage and if so, maybe some thought goes into that?

You are correct, the first regional effect spell takes precedence. In the case you ran into, two people casting Blinding Light, then it is random which one occurs first.

Spells go off by number, lowest first. So #778: Protection from Regional Effect goes first. Then in order, so a Cold Darkness would have blocked both of the Blinding Lights.
