Does Thieves Guild require Bazaar?

The consolidated rulebook says it does, but the orders entry system does not flag an error if I try to build a thieves guild without a bazaar.

Also, can someone please link the consolidated list of changes not in the rulebook?

Does not require bazaar. Brek is working on rhat with the new revision it is too extensive to cover.
