Order counts when verifying

I noticed a bit ago that the verify orders button on the order entry interface doesn't deduct gold for emissary orders or orders like enamoring or raising influence.  In addition, now I am trying to do some intergroup transfers and it looks like the transfer commands aren't counting against my order limit.  The rulebook doesn't say anything about free orders other than the ruler name change order on turn 1, but I'd like to know for sure whether the verification system is giving bad results or if they really don't count, as I don't want to waste order opportunities if I don't have to.

The military transfer commands are free orders. They don't count against your order limit. Detach, transfer troops, transfer figures, and combine orders.

And yes, a while back, they removed costs associated with emissary actions and agents also.
