If I have both the Riders trait and a Whowie Totem, would I have 24 movement points?

Yes, you would.

Champion Stallions also stack. So a (non-riders) patrol with the Stallions would have 27 movement points; two Stallions would be 34!

These also stack with the Speed spell.
