I really enjoy the exploration aspect of this game. Personally, I think having a Random City placement thought all regions in Maelstrom would be so fun!

Is there a game balance or programming reason why this option is not available?

Yes, but it won't let you create a game with that option.

Ah, ok, then I guess random cities are only for 3rd Cycle The Choosing games. Yeah, that's kind of weird but I guess there's a reason for it.
