If the RD doesn't attack the DW the Region is pretty much going to be uncontested for quite awhile/if at all.
The GN still has to deal with UN/TR and other early expansion possibilities regardless what the RD does. The GN loses a protracted war with nearly all of it's neighbors IMO.
I think the RD attacks the DW most often because there are more compelling reasons not to attack the GN/WI. If the RD takes the Region then similar to the DW it should not be an expansion area for awhile if at all for other kingdoms. The 2 positions are probably evenly matched in Region 3 but the RD has way more strategic options overall.
