Maybe he is feeling sorry for his opponent and wants him to have some extra resources to make the game more competitive.

Order 499

Each team may be afforded one opportunity during the campaign to make an appeal to their god, if things are going poorly for them. The last place team after a status update (again, the last place team for that status update, not total points) is the only team that may make an appeal. Each active member of the team must make the appeal on the same turn for the appeal to have a chance of being honored by the god; last place will be complied based upon active team members. Such appeal may be made on any turn prior to the turn of the next Status Point Award. Note: there are many additional qualifiers and potential penalties associated with this order, please refer to section 33. of the General Rules Of Play. Consideration should be given as to the ability of the 1st group to receive any or all the potential aid.
Just place #499 in the Order# column



I don't see anything under section 33 of General rules of play re: order 499 APPEAL TO THE GODS

Can anyone find the requirements (other than low status points) or rewards?

APPEALS TO THE GODS
Each team may be afforded one opportunity during the campaign to make an appeal to their god, if things are going poorly for them. The last place team after a status update, (the last place team for that status update, not total points) is the only team that may make an appeal. Each active member of the team must make the appeal on the same turn for the appeal to have a chance of being honored by the gods, last place will be complied based upon active team members. The order for the appeal is #499 (place in the Order Column). Such appeal may be made on any turn prior to the turn of the next Status Point Award.
Any king which makes such an appeal which is not entitled to it (ie, his team was not lowest in the last status update or he had previously made an appeal) will suffer a punishment from his god in the form of -1 to his king's influence, and will forfeit any chance of a future appeal.
In addition to being in fifth place for the status update team points, there are two further screens which apply, in order to ensure that the team making the appeal is indeed in such trouble as to warrant attention from their lord. First, the team may not have earned more than 60% of the status points of the first place team on the update. Second, the team must have earned at least 10% less status points than the fourth place team. If both of these tests are met, then there is a chance for the appeal to be honored by the deity.
A deity will certainly deny an appeal from a team which has not pursued its ends. Such conflicts would include, but not be limited to:
A) One member of the team having declared a teammate's natural enemy to be his ally.
B) Declaring a teammate an enemy.
C) Destroying an artifact specifically needed by a teammate.
D) One member of the team declaring two or more members of the opposing epic alliance to be allies.
Even after all the above criteria have been met, there is still a chance that the god will remain unsympathetic to the plight of his mortal followers. If his ear is bent, however, and the appeal is properly made (all active teammates issue order #499 on the same turn) there is equal chance that he will choose one of the three followings remedies (god's choice, appealing kingdoms have no influence on which will be selected):
1 The god in his divine wisdom shows concern with the welfare of his key Alamaze disciples and determines that a lack of resources is the reason for their shortfalls. A giant diamond worth 50,000 gold will appear in each of the monarch's chambers (ie, will be added to treasury under "from magic or trade").
2 The deity feels a need to intervene on behalf of his worshipers. He recognizes that military muscle is lacking in their kingdoms. As such, he is able to enhance the characteristics of thousands of the people of each race to become as characteristics of warriors. Two kingdom-named brigades, led by a Warlord are added to the 1st group of each kingdom, regardless of the group's location.
3 The immortal feels compelled to respond to the desperate request of his beleaguered but loyal followers. His omnipotence reasons that some aid to the monarch and a little magic capability are called for. Each monarch will experience an increase of 1 to his influence, his regional reaction in the region of his capital will improve by one if not already at its optimum, and a power-2 wizard will be added to the 1st group.
The award of figures (leaders/wizards) and troops will go into the kingdom's 1st group. This means that should there not be an empty slot for this award those items will be lost.

Curiously, it does not state if it's a 'one time only' thing or not. Presumably, after a SP update where the last place team in still in last place, could you appeal again?

Appeal to the Gods is for Magic (not Steel) games only. Not in play for Warlords or Titan.

The other condition is that all three team members must submit the command on the same turn. The current Magic game had only one player submit the Appeal.

BTW, the next game after the one close to forming may be a Magic game.
