The Active Game News \ Under Development thread will house the change details and implementation dates as has been the SOP for some time. Setup file changes will be included in the kingdom updates for new game distribution, but new setup files will not be distributed for in process games.
The web order utility files will be updated at the same time the changes go into production.

I've asked Cipher to adjust the wizard bonus in #171 from 0.2 per Power Level to 0.3 per level.
That's a 50% increase in effectiveness for Diplomacy spell. In other words, a P3 using Diplomacy now (soon) will add 90% to the group Diplomacy value vs. PC instead of 60%.
Example: A group with 15k vs PC with defense of 10k issuing 170 would succeed vs. a Friendly, neutral PC, barring a bad random modifier - right on the line as the group value is divided by 1.5 for a Friendly region, 2.5 for a Tolerant, etc. So the group issuing #170 would fail convincingly against a Tolerant PC with defense of 10k.
Before this change, a P2 issuing Diplomacy with the above in a Tolerant region would fail, barring a great random roll. Now, with this change, the Diplomacy would succeed, barring the worst possible random modifier.

When will this new .3 rate go into effect? Is it immediate, or do we wait until Cipher has time to do it? Either way is fine with me.
