If they could be excluded from water. I would be good with it. Only pure mages would be able to kill a high defense water city and that would be a problem in this format.
I would also be good with leaving Avalon and adding a random non-water city to each region including R5.

I am not in favor of replacing the cities of Alamaze on the Resurgent map. We will have a few hidden cities in 3rd Cycle, and there will be some hidden starting capitals in The Choosing. Random city locations just is not Alamaze.
