Sanctuaries

I have a problem. I have taken all the PCs of a kingdom that I am fighting, and he is reduced to having a sanctuary. I went to attack it, and I was told that the sanctuary cannot be attacked by any means. This leads to the problem that anyone can make a sanctuary, and as long as you have an agent to perform guarding missions and some wizards to ward the agent as well as provide food and gold, and you can be safe for perpetuity. This is wrong, and it is unfair.

I think it's quite realistic. Kingdoms can fight on like Robin Hood in the woods and continue to cause problems to those who defeated them.

"He who cannot be attacked cannot be defeated." This is wrong. It is not practical as well. I like the idea behind it, but it doesn't set well with me.

Perhaps some degree of balance can be found by setting a random number of turns to emulate the durability of the sanctuary, or to emulate the fact that it is hidden or very difficult to find. Sherwood Forest covered what? A hundred thousand acres or so, wasn't it?

Thus, perhaps the way that a sanctuary is perceived lies at the root of the problem, here. Sherwood Forest, as an example to illuminate the point, was a forest. OK, sure, you've found the forest, but it was always in plain sight, anyway. That would be different than a specific building, where the opportunities for hiding and evasion would be significantly less, I'd imagine.

Once a sanctuary is found, perhaps a random number of turns could be utilized to strike an acceptable medium, as neither party would then know, for certain, how many turns of "protection" that the sanctuary, now discovered, would provide.

An undiscovered sanctuary versus a discovered one.

On the other hand, if they have a sanctuary and no pop centers, how much damage can they really do?

As I recall, moving across a sanctuary will make it show up  in your movement report just like it was a visible p.c.  They are not hard to find.

I did the spell to locate everything Dwarven (Revelation) and thus found the sanctuary a while ago (at least 6 turns but probably more). So what now?

My opponent has many P7s, and thus he is able to create food and gold, and his invisible divisions have been taking their toll on my PCs as well.

I have a very similar situation. With wizards and no troops, a kingdom needs no food or gold to destroy PCs, cast regional spells, even summon assassins. 3 wizards can keep the group invisible, summon phantoms and cast a meteor. Seems a bit one-sided.

I happen to be the Dwarven nation in the game that Windstar2 is mentioning and I agree that it would be a real pain not being able to eliminate an opponent. The sanctuary was always useful as a failsafe, but I do feel like you should need to own a targetable PC. Much like Maximus Dominus suggested a limited time that a sanctuary could be used for before regaining a PC would make sense and also a one time use as not to exploit it could work.
