"Each battle that a group engages in lowers its ability to meet its next opponent due to organizational losses and positional changes. In game terms, this means that the group’s combat value from each previous battle lowers the next battle by 15%."

Is this only for Group vs. Group Battles or does it also apply to Group vs. Population Center Battles. eg defeat 3 defending Groups then have -45% v Population Center

It applies to all, so yes you would be down 45%.
