I played the LY recently and found similar results. Just to add to your data sample. Not sure how much they are supposed to produce in brigades, but it was not much.

The LY kingdom is still under development. I know Uncle Mike made an adjustment a short time ago because the LY was out of control. It grew too fast. I think the adjustment needs to be tweaked further.
Here are my thoughts, others can weigh in.
- The brigade addition for conquering a town or city should be automatic. At this time there seems to be a chance the addition will happen.
- The brigade addition for a battle needs to increase. If I remember properly the chance of increase was set to 30%. Perhaps 33% would be better. I know 3% does not sound like much but if you combine this with the automatic increase from attacking PCs, the LY may have support issues.
- Similarly for converting emissaries and agents the percentage needs a slight tweak up. Once again from 30% to 33% would be fair without over penalizing kingdoms being attacked by the LY.
Those are my thoughts.
The set up mentions nothing about the brigades, just the emissaries not being automatic anymore. That is at least 0-3 maybe more, but small sample. The towns are not a small sample even if its a percentage, and the setup doesn't mention a percentage for that or the group battles.
UN-LY Same oh, same oh bro.. under other management I played IL and cast 7 bounty spells in a row that failed and I was told it cost money to track the problem and it was most likely something I did wrong. I quit the game after that for awhile. Now 3 tries at 70ish % all three fail and with a 3% chance to be caught or killed mine gets hit. No counter or anything else against my agents. You would have better odds impregnating a female after a hysterectomy imo...

Not trying to win, just goofing off. Going to look at the iron golem and mummies. Just trying out the new things to help out. I thought about the irony involved with stomping the necromancer with the largest possible undead army, but we'll see about that. By the way, that would be 3 liches, 3 nazguls, 5 mummies, 7 wights, 7 specters, 5 ghouls, 20 skeletons and 20 zombies. I imagine the zombies will be hardest to get since i cant recruit damned, only 5 can be raised with a spell, so 15 brigades will have to be eaten... any volunteers?

lol...no volunteering here. I was thinking about the mummies too. don't see them very often.
