Question on Flying and Ships

I wanted to understand the mechanics of a flying kingdom landing on a pop center in a sea.  If I have troops there do I rely on the fleet strength and leaders for a battle or is it like a land battle?  I think I have been under-estimating the devastation a attack could have from above.

My understanding is that battles at sea are treated like land battles in plains. Seapower only counts for ship-to-ship combat. Seapower can be used to intercept enemy groups sailing to your popcenter, but will not impact flying groups.

Is that related only to flying armies?  My understanding of non-flying was the battle was fleet vs fleet with only leaders adding to the battles.

My only experience is when two groups meet at a water PC. In that case, there is a land battle (on the "island", I suppose). It is not clear what happens when two armies meet in an empty sea square.

A change was made a couple of years back.

It used to be that flying units could not land on water. This created a lot of issues, so I made a change so that PCs are treated as plains, while all other mechanics stay the same.

What this means is that a dragon group can fly to a water PC and land there. Think of the water spot capable of holding a PC as being on a small island. This allows the group to avoid water patrols.

Kingdoms capable of having ships must have ships to reach water, and because of this they are subject to interdiction on the water by any other kingdoms' ships.

  In the past if I had 1 brigade and good leaders on a sea with a large strong navy.  The battle was actually fought between leaders and naval/navy quality.  It seems that this is not the case which changes how I think I was guarding my capital.  Can you confirm this?  I understand the flying / island change and thats what made me doubt what I think I know about naval battles.

Sea battles are about ship quality, quantity, enhancements, kingdom traits, and leaders. Battles fought on the water use these.
When you fight at sea, the number of troops does not matter, nor does their quality. Now, I don't think you're asking about this, you're asking about fighting the turn after you arrive, so it's your army against theirs. This is considered a regular land battle, and sea power plays no part.

I believe leaders in a group at sea add to the naval values in a sea battle the same way they do with land battles. But the brigades are not involved in any way.

You can fly to a pop center on the water, but not teleport? Make that make sense…
