I think 12 is still the worst spot. Even knowing 6 kingdoms you will likely not get any gems with what is left after 10 and 11 go. 10 for sure is in a good spot basically assured a region that has not yet been taken. Maybe future sign ups allow someone to claim a spot below there order if they wish at sign up time. Would hate to start seeing games stall because no body wants pick 9 and is waiting for someone to sign in so they can take 10

Maybe the number nine pick gets the one choice of an old world 1st cycle pick? Wont the Dark Elves be surprised with a Urik uprising in the marshes or the Witchlord meets Fafard and his Barbarians in region 2. I know this will not be allowed, but i would love to see the Havling Gnome war happen.

Signup has been emailed with the setup info. Two interesting nuances.
1) Every player got their first choice (including players 10-12, out of the pool of remaining six Kingdoms).
2) Unselected were DE, DW, RA. I believe this might be the first 12-player Steel game where RA went unselected!
