Seeing no other takers, I will take the 12th spot so we can get this game started.
Two people had a preference for the game remaining anonymous, and the other nine didn't care, and so I'm deferring to anonymous despite my initial thought it should convert to silent. Email going out to signup imminently.

Can someone point me to a resource that indicates what regions the city's start in, or do they move around?

One of the maps in the resources section actually has lines drawn for the region boundaries. They do not move.
The short answer is below, but you should find that map (I am not good at doing links) to help you see where your territory boundaries are. The map with lines is in the Alamaze Rules and Resources section, in a thread entitled Maps, and is on page 5 of that thread: Region 1, Oakendell, has the city at CD Region 2, Northern Mists, has the city at DK Region 3, Talking MOuntains, has the city at CU Region 4, Torvale, has the city at QC Region 5, Amberland, has two cities, at NK and IN Region 6, Eastern Steppes, has the city at KU Region 7, Runnimede, has the city at YD Region 8, Arcania, has two cities, at UM and OP Region 9, Synisvania, has the city at OV Region 10, Southern Sands, has the city at YU |
