The voting has been always aloud but the issues were required to be secret so you do not know who is voting. You could not name an issue that helped another team.
None of the house rules were posted so I do not think they apply this game other than no talking to other teams.

It's not against the rules to HC vote however you wish. The DA is competing with his team against all other teams. If it's to the DA team's advantage to vote one way or another than that's fine. Even if that helps one team's efforts against another. There are a hundred actions that a kingdom can take to try to scramble any team's efforts no matter who they are fighting. But ally declarations across teams and active coordination (diplomacy) have always been forbidden.
I'm pretty sure that in this format all HC issues are supposed to be by secret ballot so that it's not necessarily known what happened or why.
I'm truly sorry this is a bit complicated for the newer players. I'm not trying to denigrate anyone here or get all excited. Just trying to explain the normal player-enforced rules we use for the team format games.

It has not always been that way. They came about when HH posted them. Then a version started being posted for warlords games as well. For those that cannot even handle even the hint of diplomacy in a game designed to have it.

I am neither new nor excited. Explicit rules were not posted. Declaring an ally is simply less teamwork than actually voting to help another team. Just sayin'.

I know I saw the horse go down, could have sworn it was dead. People kept hitting it anyway. (Had to be said)
I rolled my declaration back this last turn...2 turns, a wasted order declaring and reneging each, but hey....whatever.
In the future, things just need to be spelled out when the request for signing up gets posted. No biggie...
Congrats to the EL/AM/UN on the victory. Grudgingly as I was about to take the Sands back from the Underworld. I'll take solace in the fact that my dungeons are full of UN emissaries.
My hidden capital was at VT and last turn it produced $62k gold.
Our team never really got going and were on the defensive from the TY out of the gate and then the winners pretty much all jumped the HA together. We found ourselves fighting two teams and not much you can do then. I like the team format but with anonymous not so sure.
Well fought and the winners co-ordinated well. The AM brigade experience factor really takes hold as the game goes on.

Nicely played everyone. Acererak my starting second town was at TA. It ended producing 74,115 gold as it was being improved all 20 turns. That was how I was able to get at the HA so quickly.
I am curious about the highest level agent other than mine. I only ended with a 21, 13, 12, and many lower, but did magane to snag 28 artifacts and got 2 Red Elk Mounts from team mates 11 choices.
We had both the staff of the great orator, and the staff of disdain, which were an unmeasurable aids.
AM was the Fist, Elf was the Diplomat as well as UN, and El was the wizard power house in the end.

The UN hidden capitol was at WT if interested. Left there turn 2 I think for TA.
