I realized that the issue that I initiated on the council was an open ballot, which goes against our Warlords rule set.
Since I am the only player on the High council, with it not being possible for any player to vote against me, is it ok if I follow through with this ballot that I opened, and then proceed to make sure all of my following ballots are secret?
I apologize for this mistake, and I wanted to get the census of the other players out of respect and avoid any potential issues down the road.

If we're follow the rule that stipulates no Open HC issues why aren't we sticking to the letter of that rule? The rule I believe states that all HC members are to vote 'no' if this rule is broken. In this case all it would require is that both kingdoms do not vote on the issue and thus it fails as the rule stipulates. Am I wrong?

You're right; I didnt realize that bidding for an open seat comes before the vote on issue order. I will abstain from the ballot that I opened this turn

I say do what the rule says to do. However as long as the issue fails, thats all that matters. PI can bid for a new issue with a secret ballot this turn.

As the player affected by the mistake, I'm ok with you voting yes on your issue. You have a lot of cash invested in that effort. It's also clear that there is no attempt to curry favor with another team since you are the only one voting.

I may have asked this before, but why are HC issues supposed to be only Secret? Seems like they should all be open to have transparency. What am I missing? Secret would seem to be the problem.

My thought has been that it's a way to signal someone else that you are willing to help them out. If I vote yes (or no) on an issue proposed by another team it's effectively a "communication". If the vote is secret it's not always apparent what happened with the actual voting. And since you can't submit issues to benefit another team the process is pretty much closed to under-the-radar "allying".
