Why not just team up regions
Green 1, 7, D2
Black 3, 10, 5
Blue 4, 2, 6
Red D1, 8, 9 Choosing either of the 2 paired in region Adds to secrecy aspect. Draft team draft order, then choose which kingdoms each team member plays. Or are you wanting to exclude some kingdoms? IE RD, UN, DE?

I set up the teams as I described because I think they are balanced. If we want to do something else, like Ohman describes, that's fine, but I like the teams as is. IMO, RD, UN and DE can be unbalancing if added to an already strong team. But we can put it to a vote once we have 12 players in.

House rules standard for alliance games:
All HC issues secret ballot
No ally declarations outside of team
No cross-team communication
No communicating via emissary names
