On a different note, where can I find a listing of all the various kingdoms in Maelstrom?

They are the same as 3rd cycle except where noted in the release notes for maelstrom.

I just got my first turn startup, and it was only then that I noticed that there are only like 8 major cities. Does this mean that there are other, smaller cities hidden in the regions?

Yes All major cities are the same game to game. Minor cities have to be found like all other pops. Every region has a city. Smile
