Alamaze High Council is not effective enough, it is like UN. I would suggest adding some more decision options. Mostly raising influence purposes currently. Decrees like for example, ceasing hostilities at a region for a turn, lowering/raising immigration at regions (population numbers), closing/opening trade routes (lowering/rasing both food and gold) etc.

HC can lower and raise food/gold production now.

Yes but lowering one raising other, everywhere. Doing both may balance and if for a specific region may give damage to enemies or support friends or own.

to much gold production to easy. To many wizards (everyone takes 3 wizs for eso and a adapt). Maybe new wizards can only reach a certain level and are not as good (so military can use them as well as wizards, like hedge wizards or something like that). Lots of wizard kingdoms sit for 15 turns just playing defense to military kingodms.
