# of standing orders in Maelstrom?

What are the number of max standing orders you can issue? 3 base + 2 per region controlled is stated in the 3d cycle rules. 

The order verification program gives me an error when trying to issue 5 standing orders (not yet controlling any region), but 4 seems to go through in the verification process without error.

So what is the verdict? Or is it dependent on kingdom/trait? Playing CI atm.

Definitely depends on kingdom, as several of them give you an extra order and an extra standing order.

In 4th Cycle, it's 4 standing orders plus 3 per region unless your kingdom has the Forethought trait which increases it to 6 standing orders plus 4 per region.
