Who are the new players? I don't think this is a communication violation, but if you don't have the excel player aids, ask and someone will send them to you. They basically do the math for you for emissaries taking PCs, agent actions etc. Also, I think Wookie Panz offered to answer questions, and he's not in the game. Brek and Painted Man aren't in, either, and I imagine either of them would be happy to help.

You know we should have a rating system for players that parallels the brigade rating system, green, regular, vet, elite. green players always get to have full diplomacy, for instance, regulars are somewhat restricted and so forth. This was a good idea Rick to make full diplomacy for new players.

So here is my recommendation: Green players are those who have yet to complete 2 games, and regular those those that have completed 2. A vet has won a game and an Elite has been invited to the championship game.
As far as restrictions... or rather benefits, there is the chivalry bonus for greens, also Ricks idea for full diplomacy. Maybe vet and elite have some sort of handicap? Something small, of course, not too annoying. Or maybe instead regulars get a small bonus like half the chivalry bonus? Then once you win a game you're completely on your own.

I don’t think you should ever penalize someone for excelling. That’s like making Michael Jordan stand 1 extra foot from the hoop for free throws. I’m not opposed to helping out the new players at all though sounds great
