Blitzes were common in 2nd Cycle, still somewhat in The Choosing, but have been relatively rare in Maelstrom.
It normally requires a strong military, taking military customizations, an ideal starting position for an invasion, and being dedicated on all orders to gather intel and increase army size.
Then it takes pretty much gambling everything on it, hoping you are not also going to be invaded before about turn 10, a lot of brass and some good luck.
I think overall, the chance of a successful blitz is about where it should be: I don't think its good for the game to eliminate it, although some variant where there is no invasion defined as attack or usurp in other than your capital region before turn x is something to consider for a more development oriented game, but that would kind of de-fang the military kingdoms.
