As the Amazons, riders with champ stallion should allow for 39 movement points, or 11 plains spaces.  But I can only enter 8 on the order form. What gives?  Am I mis-thinking this?

Max movement is 8, regardless of bonuses.

Even flight is limited to 8 squares.  Of course hobbits are know to have at least 10 square meals a day but that's different.
