I am not very smart. I have always hired on turn four, tested and hoped to divine on six.
Look out world here I come. Might have to actually read the rulebook one day.
Thanks Vball

You cannot test before turn 4. Your earliest use of a high priestess or maiden is turn four, first possible divine is turn 5.

Located in kingdom Info at top of T0
This is an exploratory game, no divinations (either by priestess or consul)
are permitted until turn 4.
There are some restrictions in acquiring a high priestess in the game.
First, a temple is required to be constructed at the population center
before a noble maiden may be hired (use Order #611 located under the
Kingdom menu as a Popcenter action). A noble maiden may then be hired at
the temple's location with Order #510 (located under the Kingdom menu as a
Miscellaneous action). The orders to create a temple or a noble maiden may
be issued on any turn. To advance a noble maiden into becoming a high
priestess, the maiden must successfully pass her test for the gift with
Order #509 (located under the Divine menu as a Miscellaneous action)
however the test may only be performed on turn 3 or later.
