Of the three options presented I like the 19 dollar option the most. I also have no problem with a one time setup fee for a new game as was done in the past.
New players need to know there is no fee per turn as many other games have.

Considering how easy it is to set up games, I don't think we need a "set up fee". However, if someone was asking for a custom game where Brekk had to tweak the rules manually- that could be a fee for time spent.
$ for turns can add up fast considering this game is much more responsive than others I've been in.
$5 monthly subscription for 1 game.
$10-15 monthly subscription for up to 4 games at once would be fine.
$16+ if you wanted a higher amount of games.
Players that still have the "newbie" status should have a discount or free games (up to 4). It's incredibly important to get new blood! This lets people learn the game and keeps them in until they really don't want to leave.

I would hate to see in game purchase options.
$1.99/ month unlimited with 1000 users is better than 50 users at higher costs

Have you considered a micro transaction option?? Many games have had great sucess with this. The average consumer views many small purchases as better then a single bigger purchase. as an example if you charged 50 cents a turn. The average game is 48 hours or 15 turns a month this translates to $7.50 per game per month they play. This might not seem like a lot but sheer number of players willing to play will be MUCH larger. Most would find a dollar reasonable per turn also. Just my 10 cents worth.
