Diplomacy in Alamaze

Question: When doing order 330 (usurp PC) is there a difference in bad day, average day and good day? I mean that is it weighted on Average day (most often), over the other two, or is there a basic 1 in 3 split for each day?

I thought somewhere in the rulebook it states each political emissary has a 10 or 15% modifier to swing either way so I would think 70% average day 15% bad and 15% good

#320 – Rebel Popcenter
This order directs a specified political emissary to attempt to incite rebellion in the nonneutral population center in which he is based. The chance of success is dependent upon
many factors, including: the emissary's rank, the regional reaction, the size of the
population center, the king's influence, any emissary's status quo efforts, capital status of
population center, and a small random chance modifier (+-10% so a Count might act as
either a Baron or Duke). If successful, the population center will immediately rebel and
declare its neutrality.

Great question. The Rulebook is vague here. First it mentions the 10% Emissary modifier for Rebel Pop but not for Usurp Pop, but it would seem to apply to both. And I'm thinking it does NOT apply to Stir Unrest or Status Quo. Again it doesn't say but that's my assumption.

Second, it doesn't say how the modifier is applied. Is it as UncleDarkseid says above with a weighted 'Average' result? Or as Windstar asks, that each emmy actions gets one of three options (+ 10 or - 10 or zero ), Or is it a diceroll applying anywhere from -10 to +10 modifier to every action?

Can we get some clarity on this?
