Unknown Magical Anomaly

When casting a regional spell and it fails due to an "unknown magical anomaly", does that mean is just simply failed or that someone actively dispelled it? The wording has me a little unclear.

Yes it failed, if another spell is active it will say “it failed because of said spell” and if it’s the “bounty” spell it fails a lot more than the 25% chance. Imo
