Keep them coming, guys! We're creating baseline spell tiers that have more continuity than they do today, and these ideas are very helpful. Also, Black is being upgradedāI'll tell you this: first, their personal attack is still below Red's, but a dragon is a dragon when it comes to defense. Their magic tier has also been upgraded.
Olorin has put an incredible amount of effort into sorting out the spell tiers and making it much easier for us to "look and compare" kingdoms, but we still have a bit to go. Once spells and the last of the companions are completed, I will post things for discussion and work to decide an implementation time.

The Giants should have industrious based on their size and strength.
Seafaring kingdoms should get two navies per ocean for trade and patrolling.
I like the idea of a king's guard group. It would be a defensive only group that cannot be independently moved -- it follows the capital. This group would be "inside" the city so it can only contain human and kingdom named brigades and it cannot not be directly attacked. The group's stats, leaders & wizards would be added to the popcenters defense when the popcenter is attacked. There would be a new kingdom action to draft human brigades from towns in the region to to fill the king's guard.

In the realm of things that may not be possible, I have yet another new idea. A maintenance cost modifier. For example a military kingdom may only pay 75% of upkeep. This would allow for military kingdoms to have larger and more armies. Currently after around turn 25 or so the wizard kingdoms can more easily afford and recruit larger groups. It is because of their better ability to improve their economy. Military kingdoms have trouble improving their economy. This is especially true if they have recruited up forces early on. Paying a lower upkeep may be the way to balance things. Also wizard kingdoms being the biggest groups and having several large army groups seems wrong. Maybe give them an upkeep penalty of say 25-50% more may help put the fantasy ideals back in place. This would help keep army strength in numbers to the military kingdoms while the wizards still have spell power to balance things. I realize this is a radical suggestion that can not be implemented anytime soon. But it may be a positive tweak that can be implemented in the future.
