Do we know if this just means someone missed a turn?  It is in the order input form.

it means they went into the system and dropped the game. they will disappear at the beginning of the third turn that no orders are submitted. secret drops are when they don't drop the game but simply miss 3 turns in a row. missing one turn is undetectable unless you are scrying their kingdom and see no activity.

ALthough in the hidden capitals game, the UN says "holding for player" but he was still active. Never saw that before. Generally, it means the player has dropped. In some situations, a new player will step in, but that's pretty rare.
